The Navigation Act of 1670 forbade Irish merchants to import directly from the colonies. All goods, especially tobacco, had to come to Ireland via England. The imports increased at much the same rate as exports. Most goods were imported from England: woollen goods, tobacco, coal, ironware, silks, hops, linen and wine. The Williamite Wars seriously disrupted trade. Ireland at this time had little manufacturing industry except for the fledgling linen industry introduced into Ireland by the Quakers who settled around Lurgan.
